China five-year plan: 22 tasks for core components and materials by 2030
THURSDAY, 22 OCTOBER 2026
Eight Chinese ministries publish the 2026-2030 plan for the industrial foundation: 22 tasks in 7 areas to bring parts, materials and basic products up to international level. What to watch if you buy components in China.
China five-year plan: on 22 October 2026 Beijing published its plan for the industrial foundation for 2026-2030, with 22 priority tasks across 7 areas. The goal is to bring Chinese core components, materials and basic products up to the level of the most advanced international competitors by 2030.
What China's five-year plan for the industrial foundation covers
The document is called the "Plan for improving industrial foundation capabilities in the 15th Five-Year Plan" and is signed by eight government bodies: the Ministry of Industry and Information Technology (MIIT), which coordinates it, the National Development and Reform Commission, the ministries of Education, Finance and Human Resources, the commission overseeing state-owned enterprises, the market regulation authority and the administration for the defence industry. According to the Chinese business press, it is the first time a plan dedicated to the industrial foundation has been made public.
"Industrial foundation" means the products inside machines and appliances: an adviser to the Beijing municipal government, quoted by the Chinese business press, lists sensors, materials, production processes, core parts and basic software. MIIT describes them as small products, spread across many segments of the supply chain and hidden inside finished goods, yet such that a shortage of them halts production of the whole appliance.
The plan in numbers
- Signing bodies: 8, led by MIIT.
- Areas of action: 7, from supply autonomy to the quality of basic products.
- Priority tasks: 22, to be carried out through annual work plans.
- Horizon: 2030, the final year of the 15th Five-Year Plan (2026-2030).
- Publication date: 22 October 2026.
The seven areas are: autonomous control of supplies, innovation capacity, the technical foundation system, quality levels, corporate competitiveness, uptake of basic products by users, and the development ecosystem. The plan sets no numerical targets for the companies to be supported: it speaks of "a group" of new single-product champions and of small specialised firms, the so-called "little giants".
The 2030 targets
By the end of the period the plan aims at four results: a "markedly improved" quality of basic products, a group of key products able to drive innovation in finished machines together with some internationally known brands, new leading companies in individual segments, and a stable funding system for investments that pay off only in the long run.
The concrete measures include a survey of the competitiveness of the industrial foundation to map strengths and weaknesses, innovation platforms for common technologies, general and sector-specific artificial intelligence models applied to design and production, and an industrial data programme. The plan also encourages foreign-invested companies to open research centres and production sites for these products in China.
What it means for companies importing components from China
The plan is a policy document: it contains no tariffs, bans or export incentives and does not by itself change prices or lead times. It does, however, show where Beijing wants to focus resources and attention over the next five years, namely on the parts and materials that the government itself regards as a weak point of Chinese industry.
For buyers sourcing mechanical or electronic components or semi-finished goods in China for assembly in Europe, this suggests watching three things:
The first is quality: if the supported companies raise the level of their basic products, it is worth reconsidering suppliers rejected in the past, but only with up-to-date samples, measurements and test reports, not on the strength of catalogues. The second is the supplier's positioning: companies aiming to become "niche champions" tend to favour customers with stable volumes and clear specifications, and a precise request for quotation, with a dimensioned drawing, tolerances and material, helps to be taken seriously. The third is traceability: more Chinese brands and "basic" products also mean more variants on the market, and it pays to put in writing the code, material and batch of the approved part.
The document does not prove that Chinese components will become better or more expensive, but it signals that the government treats them as a priority until 2030.
Components from China with verified specifications
With 22 tasks between now and 2030 to improve core components and materials, the Chinese market for industrial parts is set to move: new suppliers, new brands, different quality levels. La Merce helps importers select the right supplier for each part, compare the sample with the drawing and inspect production before shipment, so that the improvement promised by the plan shows up on the part and not just on paper.
